I owe money from a community college, do I have to pay it to enroll to its other branches?
Okay, I messed up and dropped some classes about 3 years ago, right after the withdrawal period ended. When I saw the fees online, it totaled up to $1,500, this was in Los Angeles Valley College. But now I'm thinking of going back to college and finish my general ed. Do you think they'd let me enroll to like the other city college branches like let's say.. Los Angeles City College or Los angeles Mission College, without having to pay the money that I owe? If yes, can I enroll in the non-city colleges instead? (Glendale community college or citrus college)

How can I improve my living condition without declaring a war with my entire neighborhood?
I?m a single Asian woman. Due to job and financial situation, I live in East Los Angeles valley area where the majority is Mexican American. Not that I?m a racist but I just had it enough with Mexican culture.
The party and loud music display in public during weekends and every holiday till early 2, 3 AM early morning, the kids running around, screaming and standing outside of their own home all the time without adult supervising. A two-bed room apartment is always full of different people in and out. If I called the police for their late night disturbing, LAPD in valley area doesn?t seem care if the complainer isn?t white and it isn?t a life threaten situation.
It drove me insane! One LAPD officer told me the only way to solve my problem is to move! Can LAPD ignore my requirement for neighbor disturbing just because it happens so frequent in valley area? How can I improve my living condition without declaring a war with my entire neighborhood?
